CRA Simplifies Benefit Access for Newcomers in Canada

Newcomers to Canada can now apply for benefits more easily. The Canada Revenue Agency (CRA) has launched a simple online application process. This makes it faster for eligible new residents to receive payments and tax credits.

Earlier, people had to fill out paper forms. That took more time and was harder for many. Now, newcomers can go to the CRA’s website and apply online. The new process only takes about 20 minutes.

New Form for Adults Without Children
The CRA has also introduced a special form. This is for newcomers without children who want to apply for the GST/HST credit or the Canada Carbon Rebate. This form is available online and easy to fill.

You May Get Benefits Before Filing Taxes
Newcomers may receive some benefits even before they file their first tax return. If you’re new to Canada, you could qualify for several payments. These include federal and provincial benefits.

Here are some key programs:

  • GST/HST Credit: This is a tax-free payment given every three months. It helps people with lower incomes pay for sales tax.
  • Canada Carbon Rebate: This payment helps offset the cost of carbon pricing. Though the latest payment went out in April 2025, newcomers can still apply for past payments if they qualify.
  • Canada Child Benefit (CCB): This monthly tax-free payment helps families raising kids under 18. Temporary residents must have lived in Canada for at least 18 months to get it.

How to Apply
You’ll need a Social Insurance Number (SIN) to claim these benefits. Service Canada gives you this number. The good news is that getting a SIN is now easier for newcomers.

Once you have your SIN, you can use the CRA website to submit the benefit form. Make sure to include all needed details.

Who Is a Newcomer for Tax Purposes?
The CRA says you are a “newcomer” for tax purposes in your first year of living in Canada. You become a tax resident when you have enough ties to Canada. This could be:

  • Having a home in Canada
  • Having a spouse or common-law partner here
  • Having dependents living with you

Other signs you are tied to Canada include having:

  • A Canadian bank account
  • A driver’s license
  • A car or other property
  • Health insurance from your province or territory

These things help the CRA decide if you are a tax resident.

What the CRA Does
