Canada has continued its special help for Palestinians who remain in the country and cannot go back to Gaza.
Canada has extended its special measures for Palestinians who are currently in the country and cannot go back home due to the ongoing crisis in Gaza. On August 1, 2025, the Immigration Minister shared this update, saying Canada remains very concerned about the worsening situation in Gaza.
What the measures include
The special measures first started in December 2023. They give Palestinians in Canada, as well as foreign family members of Canadian citizens and permanent residents who left Gaza after October 7, 2023, the chance to apply for the following without paying any fees:
This support helps many people stay in Canada legally and safely while they wait for a more stable time to return or settle permanently.
Canada leads in helping displaced Gazans
Canada is one of the top countries offering help to Gazans who have been forced to flee. The government has provided financial help, access to federal health coverage, and full settlement services for those arriving.
By July 8, 2025, over 1,750 people who left Gaza passed Canada’s security checks and got approval to come. Of those, more than 860 have already reached Canada safely.
Delays due to exit issues from Gaza
Many others are still stuck. A large number of people who applied for Canada’s extended family pathway can’t leave Gaza. They have not been able to give biometrics or complete the application process. This delay isn’t caused by Canada, as the country does not control who is allowed to leave Gaza.
Canada continues to ask for safe exits for people in Gaza. Even though there are challenges, Canada is still working on those applications. The extension of the special measures means that once the applicants reach Canada, they can apply for a fee-free work or study permit.
Canada stays alert and flexible
The government said it is watching the Middle East situation closely. It will change its actions when needed to better support people affected by the crisis.
