Canada has changed which college and university programs allow students to get a work permit after graduation.
On June 25, Canada made big changes to its Post-Graduation Work Permit (PGWP) rules. These changes decide which programs international students can study to get a work permit after graduation.
The new list includes 119 fresh programs that are now eligible. But Canada also removed 178 programs from the list. These changes only apply to students in non-degree programs — not bachelor’s, master’s, or PhD programs.
This update only affects students who apply for a study permit on or after November 1, 2024. If a student applied before June 25, 2025, they can still get a PGWP even if their program is no longer eligible now. Canada is allowing these students under a “grandfather” rule.
Canada says the update matches the country’s job market needs for 2025. The government wants to support students who study in areas where workers are needed. That’s why programs tied to jobs with high demand have been added. Others that are no longer in demand have been removed.

4. Trade Programs
Canada also uses a system called Express Entry to select immigrants for permanent residence. This system and the PGWP program work together. When PGWP rules change, the Express Entry categories also change to match Canada’s job needs.
In February, similar changes were made to Express Entry. Today’s PGWP update closely follows that same path. This shows that Canada is aligning both work permits and permanent residence to meet labour demands.
