Canada Changes Study Rules For Post-Graduation Work Permits 

Canada has changed which college and university programs allow students to get a work permit after graduation.

On June 25, Canada made big changes to its Post-Graduation Work Permit (PGWP) rules. These changes decide which programs international students can study to get a work permit after graduation.

The new list includes 119 fresh programs that are now eligible. But Canada also removed 178 programs from the list. These changes only apply to students in non-degree programs — not bachelor’s, master’s, or PhD programs.

Who Is Affected?

This update only affects students who apply for a study permit on or after November 1, 2024. If a student applied before June 25, 2025, they can still get a PGWP even if their program is no longer eligible now. Canada is allowing these students under a “grandfather” rule.

Why the Change?

Canada says the update matches the country’s job market needs for 2025. The government wants to support students who study in areas where workers are needed. That’s why programs tied to jobs with high demand have been added. Others that are no longer in demand have been removed.

What’s In and What’s Out?

Let’s look at the main program areas that changed:

1. Education Programs

  • Added: New teaching subjects like French, Chemistry, Biology, Computer, and Drama.
  • Removed: None.

2. Healthcare and Social Services

  • Added: Dentistry, Veterinary medicine, Dental sciences, and related fields.
  • Removed: Indigenous education, Multicultural education, Student counselling programs.

3. STEM (Science, Tech, Engineering, Math)

  • Added: Architecture, Landscape design, and Advanced architecture programs.
  • Removed: Environmental studies, Agriculture education, and natural resources programs.

4. Trade Programs

  • Added: Construction management, CNC machinist, Professional diver, and Cabinetmaking.
  • Removed: Solar energy, Building inspection, Drywall installation, and Electrical installer programs.

5. Transport Programs

  • Added: None.
  • Removed: Aircraft maintenance, Ship repair, Marine engine technician, and similar fields.

PGWP and Express Entry Connection

Canada also uses a system called Express Entry to select immigrants for permanent residence. This system and the PGWP program work together. When PGWP rules change, the Express Entry categories also change to match Canada’s job needs.

In February, similar changes were made to Express Entry. Today’s PGWP update closely follows that same path. This shows that Canada is aligning both work permits and permanent residence to meet labour demands.

Other PGWP Requirements

Even if your program is eligible, you must meet language rules:

  • Bachelor’s, Master’s, and PhD programs: You need CLB/NCLC level 7 in English or French.
  • College diploma or certificate programs: You need level 5 in all four language skills.

Flight school graduates: No need to meet the program eligibility rules, just the other criteria.
