Canada to Add Language Test Rule for Open Work Permits in 2026

Canada plans to introduce language tests for certain people applying for open work permits through the International Mobility Program. This change is expected to include those applying for spousal work permits.

Canada is getting ready to make a big change to its International Mobility Program (IMP). The new rule will require some applicants for open work permits to prove they can speak English or French. This is expected to start in 2026.

What Is the International Mobility Program (IMP)?

The IMP allows employers in Canada to hire workers from other countries without needing a Labour Market Impact Assessment (LMIA). This saves time and helps fill job gaps. There are many types of open work permits under the IMP:

  • International Experience Canada (IEC) – Mostly for young people.
  • Spousal Open Work Permits (SOWP) – For spouses of skilled workers or students.
  • Post-Graduation Work Permits (PGWP) – For international graduates.
  • Bridging Open Work Permits (BOWP) – For those waiting for permanent residency.
  • Intra-Company Transferees – For workers moving within a company.
  • Free Trade Professionals, Religious or Charitable Workers – Usually not affected.

In 2024, Canada gave out over 100,000 open work permits under IMP.

What’s the New Rule About?

The government will soon require English or French test scores from some open work permit applicants. These tests must come from trusted testing centers like IELTS, CELPIP, TEF, or TCF.

The required score depends on the type of job:

  • CLB 5 for general jobs
  • CLB 7 for skilled jobs

Test results must be less than 2 years old when submitted. The exact test score needed for each work permit type hasn’t been shared yet, but SOWP holders are likely to be affected.
