Fresh Opportunity for Overseas Workers
Manitoba has once again invited skilled workers living outside Canada to apply for permanent residency through the Manitoba Provincial Nominee Program (MPNP). The draw took place on May 29, and 30 Letters of Advice to Apply (LAAs) were sent out under the Skilled Worker Overseas stream.
Eligibility for This Round
To get an invitation, candidates needed a score of at least 606 using Manitoba’s scoring system. They also had to be part of a strategic recruitment initiative. Out of the 30 LAAs issued, five went to candidates who had both an active Express Entry profile and a valid job seeker validation code.
Why Some Candidates Missed Out
Some candidates with scores above the cut-off still didn’t receive an invitation. Manitoba explained a few possible reasons. One reason could be that the candidate gave details about a language test but didn’t enter a valid test number or the results were no longer valid. Another reason could be entering an incorrect or missing invitation number when claiming to be part of a strategic recruitment initiative.
What Are Strategic Recruitment Initiatives?
These initiatives are employer-led programs in Manitoba. They help employers hire skilled foreign workers for roles that are hard to fill locally. These efforts also allow selected workers to move closer to Canadian permanent residency. The province matches the worker’s skills with its job market needs.
MPNP in 2025 So Far
The federal government reduced nomination targets for all Provincial Nominee Programs (PNPs) in 2025. Because of this, Manitoba saw its total nomination spots cut in half. This year, it can only nominate 4,750 candidates. So far, the MPNP has already used 1,840 of those spots.
That leaves 2,910 nominations for the rest of the year. The province will likely spread those across upcoming draws over the next seven months.
Possible Increases Ahead?
Even though the federal government has set a lower target this year, some provinces have managed to increase their nomination limits through negotiations. It remains to be seen whether Manitoba can do the same. If that happens, the province may be able to invite more skilled workers before the year ends.
