Ontario Offers 3,719 PR Invitations After 4-Month Pause

After a four-month break, Ontario has started inviting applicants again through its Provincial Nominee Program.

After a break of over four months, Ontario has resumed its Provincial Nominee Program (PNP). On June 3, Ontario issued 3,719 Invitations to Apply (ITAs) for provincial nomination. This was done through 10 separate draws under the Ontario Immigrant Nominee Program (OINP).

These ITAs help skilled workers, international students, and in-demand workers move one step closer to getting permanent residence in Canada.

Streams and Eligibility

Ontario issued invitations under three main Employer Job Offer streams:

  • Foreign Worker stream
  • International Student stream
  • In-Demand Skills stream

All invitations were for candidates who created their profiles between June 3, 2024, and June 3, 2025.

Foreign Worker Stream: 807 ITAs

Three draws were held under this stream.

  • Northern Ontario: 391 invitations went to candidates already living in Canada with a Bachelor’s degree or higher and a job offer in this region.
  • REDI Communities: 411 invitations were issued under the Regional Economic Development Through Immigration (REDI) pilot. This stream supports skilled workers with job offers in specific smaller communities.
  • Career Counsellors: Just 5 invitations were given to candidates under NOC code 41321.

To qualify, applicants need a job offer in a skilled role classified under TEER 0, 1, 2, or 3.

In-Demand Skills Stream: 372 ITAs

This stream targets workers in needed occupations, like construction or caregiving.

  • Northern Ontario: 89 invitations went to eligible candidates already living in Canada.
  • REDI Communities: 69 invitations were issued under this pilot program.
  • Health Jobs: 214 invitations were issued to caregivers and home support workers under NOC code 44101.

International Student Stream: 2,540 ITAs

This stream helps international graduates with skilled job offers.

  • Health Occupations: 1,350 invitations were issued to students with offers in various healthcare roles. These include doctors, nurses, midwives, and physician assistants.
  • Eastern Ontario: 334 invitations went to candidates with a Bachelor's degree and a job offer in this region.
  • Northern Ontario: 493 invitations were issued to those with job offers and education credentials.
  • REDI Communities: 363 invitations went to candidates eligible under the REDI pilot.

To qualify, students must have a Canadian degree and a skilled job offer. Work experience is not required.

Reduced Nomination Slots in 2025

Despite the large number of invitations, Ontario’s nomination slots for 2025 have been cut by 50%. The new total is 10,750 nominations for the year. This may lead to longer processing times. Ontario has advised applicants to be patient and expect some delays.
