Canada Introduces New Language Test For Permanent Residence Applications

Canada plans to allow permanent residence applicants to use the TOEFL Essentials test soon.

Starting soon, foreign nationals applying for Canadian permanent residence will have another way to prove English skills. Immigration, Refugees and Citizenship Canada (IRCC) will accept the TOEFL Essentials test. IRCC has not yet started accepting it, but will update its website once the test becomes eligible.

Why This Matters
The new option allows applicants under Canada’s economic immigration programs to demonstrate English proficiency. “ETS is currently working with IRCC on the steps leading up to acceptance [of the TOEFL Essentials] and will share timing and test location details once confirmed,” according to the official announcement from the Education Testing Service (ETS).

Who Can Use TOEFL Essentials
The test will be available for candidates applying through Express Entry-managed programs, including:

Other programs include the Atlantic Immigration Program (AIP) and some Provincial Nominee Programs (PNPs). Note that PNPs may adopt the test selectively, depending on provincial rules.

About the Test
TOEFL Essentials measures listening, reading, writing, and speaking through practical, real-life tasks. The test takes about 1.5 hours and is offered at secure test centres in Canada and worldwide.

Test Format and Scoring
The exam includes four main sections: Listening, Reading, Writing, and Speaking, plus a short, unscored Personal Video Statement. TOEFL Essentials evaluates skills in both academic and general contexts with fast-paced, short tasks.

Candidates receive instant unofficial scores for listening and reading. Official scores appear online within six days. Test takers can send score reports to unlimited institutions at no extra cost.

Other Accepted Language Tests
Currently, IRCC accepts the following English tests for economic immigration:

  • Canadian English Language Proficiency Index Program (CELPIP)
  • International English Language Testing System (IELTS)
  • Pearson Test of English (PTE Core)

IRCC uses Canadian Language Benchmarks (CLB) to determine whether applicants meet language requirements.

Impact of the Change
This new testing option provides applicants with greater flexibility. It may help candidates who prefer a shorter, practical test or need fast results. With the TOEFL Essentials, proving English skills may become easier and more accessible for economic immigration programs.
