Manitoba Freezes New PNP Employer Applications Until August 5

Manitoba has stopped accepting new Employer Services applications between July 4 and August 5, 2025.

Manitoba has paused new Employer Services applications under its Provincial Nominee Program (MPNP). The pause began on July 4 and will continue until August 5, 2025.

The province plans to reopen the intake process on August 5. Employers and applicants must wait until that date to submit new applications.

Who Does This Affect?

This change affects foreign workers whose employers planned to submit nominations between July 4 and August 5. These workers must now hold off until the intake resumes.

The pause does not impact candidates whose employers already submitted their applications before July 4. Those cases will continue as usual.

What Is Employer Services?

The Employer Services stream helps Manitoba employers hire skilled foreign workers. It gives businesses a better chance of finding qualified workers to fill job gaps.

This stream also helps international workers settle in Manitoba through employer-backed nominations. The province looks for workers whose skills match current labor market needs.

Who Can Apply?

To qualify for the Employer Services stream, applicants must meet several conditions. These include:

  • Age between 21 and 45 (unless the employer says otherwise)
  • At least two years of recent work experience in the related job field
  • A full-time, long-term job offer that meets Manitoba’s job and wage standards
  • Meeting minimum language levels: CLB 5 for TEER 0 to 3 jobs and CLB 4 for TEER 4 or 5
  • Finishing relevant education or training for the position

If the job needs a license or certificate, the worker must get approval from the proper regulatory authority in Canada.

What Is TEER?

The Canadian government uses TEER levels to group jobs based on skill and experience. TEER 0 jobs are the most skilled, while TEER 5 jobs require the least training.

The MPNP uses this system to set the language and job standards for its streams.

Focus on Workers with Job Offers

Manitoba is now focusing on skilled workers from overseas who already have job offers from approved local employers. These applicants are more likely to receive Invitations to Apply (ITAs).

Employer Criteria

Employers also must meet set standards to take part in the Employer Services stream. The province wants to ensure they offer secure, fair jobs that support Manitoba’s economic needs.

Manitoba aims to reopen this popular stream smoothly in August. In the meantime, affected applicants and employers should stay updated and prepare their documents for submission once the program resumes.
