The new policy is less restrictive than previous ones. Normally, foreign workers had to have at least 16 months of work authorization for their spouse or partner to apply for a work permit. How to Apply for the Work Permit

This helps distinguish applications under the new policy.
Applicants must also prove their relationship is genuine. They can submit a marriage certificate or a Statutory Declaration of Common-Law Union, along with evidence that the foreign worker has been authorized to work in Canada under a Significant Investment Project agreement.
Changes in Canada’s Broader Immigration Policy

In 2024, the government made it more difficult for spouses of foreign workers and international students to obtain open work permits. Beginning January 2025, spouses will only be eligible for work permits if their partner is employed in high-skilled jobs or is studying at select levels of education, such as a master's program or doctorate. These measures are part of Canada’s broader plan to manage the population of temporary residents.
