Canada now allows internationally adopted persons abroad to apply for full-validity passports directly.
As of April 24, 2026, Canada has updated its policies regarding passports for adopted persons. Internationally adopted children who have obtained Canadian citizenship are now able to directly apply for a full-validity passport, bypassing the previous requirement to apply for a limited-validity passport (LVP). This change will make the process smoother for those living abroad.
Previously, adopted persons had to first apply for a limited-validity passport, which allowed them to enter Canada. After their arrival, they would need to apply again for a full-validity passport. However, with the new update, those with an electronic citizenship certificate (e-certificate) can now apply directly for a full-validity passport without the need for an initial LVP.
For those adopted abroad and holding an e-certificate of Canadian citizenship, applying for a full-validity passport is simple. They can skip the LVP stage and proceed straight to applying for a passport. Those who hold a paper certificate will still need to obtain an LVP first, unless they contact the processing office to request an e-certificate instead, if the paper version has not yet been issued.
When applying for a passport, applicants will need to complete the appropriate forms, which differ depending on the country they are applying from.
For children under 16 years old, the application must be completed by the adoptive parent. For children 16 or older, they must complete the form themselves.
When applying from the United States, the forms required depend on the age of the child. Children under 16 must complete either the "Child passport application for Canadians applying in the USA (PPTC 155)" or the "Child application (living in the USA) (PPTC 142)." For children 16 years of age or older, the required forms include the "Adult passport application for Canadians applying in the USA (PPTC 153)" or the "Adult application (living in the USA) (PPTC 140)."
For those applying outside Canada or the U.S., the forms are slightly different. Children under 16 must complete the "Child passport application for Canadians applying abroad (PPTC 042)," while those aged 16 or older should use the "Adult passport application for Canadians applying abroad (PPTC 040)."
Once the correct form is filled out, it can be submitted with the necessary documentation. The required documents will vary based on the applicant's situation, and all necessary paperwork is listed on the form.
As of March 31, 2026, Canadian passport fees were adjusted. For children aged 0 to 15, the cost is $102.50. Adults can choose between a five-year passport for $194.25 or a 10-year passport for $266.25. These fees are different from those for limited-validity passports.
The Government of Canada aims to process most passport applications within 20 business days, excluding mailing time. If a passport is not processed within 30 business days, applicants will automatically receive a full refund.
In cases where the adopted child's country of origin does not recognize dual citizenship, the Canadian government may place a facilitation visa in the child's foreign passport. If this occurs, the applicant will need to sign a waiver acknowledging the risks involved in maintaining a second passport.
