Canada keeps rule that lets some foreign workers change jobs more easily.
Canada has decided to keep a special policy that lets some foreign workers change their employer or job without waiting for a new work permit. This rule first started during the COVID-19 pandemic. It has helped many workers who are in Canada on closed work permits.
What is a closed work permit?
A closed work permit allows a foreign worker to work only for one specific employer and in one specific job. If they want to switch to another job or employer, they usually must wait for a new work permit. That wait can take weeks or even months.
But under this temporary rule, foreign workers can start their new job earlier, as long as they meet certain conditions.
What do workers need to do?
To use this option, a worker must be in Canada with valid temporary resident status. They must have already applied for a new work permit or an extension.
Also, they must have been legally allowed to work when they applied. And they must plan to work for a new employer or in a new job listed in a job offer.
The worker must request this special exemption. They need to ask for it while they wait for a decision on their new work permit.
When can they start working in the new job?
They must wait for approval from immigration authorities before starting the new job. Usually, they receive a confirmation email within 10 to 15 days. Once they get it, they can legally begin working with their new employer.
When did the new version start?
The updated version of this policy started on May 27, 2025. It replaces the older one that started in May 2020.
The new rule is almost the same as before. The only major change is that workers now need to give their biometrics when they apply for the new work permit. The old policy did not require this.
How long will this policy last?
There is no end date yet. The government says it will stay in place until they cancel it. But they also warned that it can end at any time without notice.
So, while it’s still active, foreign workers who meet the requirements should take advantage of it. This policy gives more freedom and flexibility to those who want to change their work situation in Canada.
