Canada Fast-Tracks Citizenship Proof for Students

Canada is giving some people planning to study in the country a chance to have proof of citizenship applications processed urgently.

Eligible applicants may receive a Canadian citizenship certificate in time for their semester. The option could help people who recently discovered they may qualify through Canadian family connections.

Applications face long waits

Demand for proof of citizenship certificates has risen sharply since Bill C-3 removed the first-generation limit on citizenship by descent on December 15, 2025. The change created a pathway for millions of people living abroad to claim Canadian citizenship through family connections.

Many applicants are from the United States. By August, the wait had reached 25 months, leaving many applicants facing more than two years before receiving their certificates.

Immigration, Refugees and Citizenship Canada, or IRCC, offers urgent processing in limited situations. Education is one reason applicants can ask the department to speed up their file.

What students need to show

Applicants seeking urgent processing because they plan to study in Canada must make the request and provide documents supporting the request.

The application should include a cover letter requesting urgent processing for education. They must also explain why faster processing is needed.

They must include proof of education in Canada, such as a letter of acceptance from a Canadian school and a tuition summary. These documents must accompany a complete application.

An IRCC officer reviews each request and decides whether it qualifies. IRCC warns that urgent processing does not guarantee a certificate before studies begin.

Citizenship can affect tuition

Canadian citizens generally pay domestic tuition rates at Canadian colleges and universities instead of international rates. The difference can save thousands of dollars each year.

However, students should check the rules at their institution and province. Some provinces, including Quebec, charge higher tuition rates to non-residents, even when they hold Canadian citizenship or permanent residence.

A person may already be a Canadian citizen under the law, but a school may require a citizenship certificate before recognizing them for domestic tuition.

Without the certificate, a student may have to pay international tuition first and ask about a different rate later.

Other reasons for urgent processing

Education is only one reason for urgent processing. IRCC also considers certain cases involving hardship, bringing a minor child to Canada, statelessness, family death or serious illness, foreign citizenship deadlines, employment and access to social benefits such as health care.

Urgent processing is not automatic, and incomplete applications are not processed.

The fast-track route has helped some applicants. Some LGBTQ Americans reported receiving certificates in as little as two weeks, showing that urgent processing can move faster than standard timelines in practice.

Canadian citizenship can offer other advantages. Americans can hold both Canadian and U.S. citizenship. Canadian citizens studying in Canada can work without the international student off-campus work-hour limit of 24 hours a week.

Citizenship may also provide access to International Experience Canada opportunities in more than 35 countries for eligible people under 30, or in some cases 35.
