Canada now offers international students in education a new immigration pathway.
International students in education now have a new pathway to permanent residence in Canada. Recent immigration updates added education programs to the list of fields eligible for post-graduation work permits (PGWPs) and for Express Entry category-based draws.
From Studies to Work
Students can now complete an education program, even below the bachelor’s level, and qualify for a PGWP. With this work permit, they can gain Canadian experience and later apply through Express Entry. The system now includes education-focused draws that give applicants in this sector better chances of success.
Example of the Process
Consider Taima, a 27-year-old international student at Sheridan College. She studied Early Childhood Education in a two-year diploma program. After graduation, she applied for a PGWP and received a two-year permit. She also registered with the Ontario College of Early Childhood Educators, which allowed her to legally work in the province.
With her certificate, Taima began working in a daycare as an Early Childhood Educator. After one year of Canadian work experience, she became eligible for both the Canadian Experience Class (CEC) and the new education-focused draws under Express Entry. Her Comprehensive Ranking System (CRS) score reached 499, above the latest education draw cut-off of 479. This placed her in a strong position to secure an Invitation to Apply (ITA) for permanent residence.
Step 1: Picking the Right Program
Students who plan to stay in Canada long-term need to carefully select their programs. They must study at a Designated Learning Institution (DLI) and ensure the program is PGWP-eligible. Education programs now qualify, but students must confirm their exact program meets the official requirements.
Step 2: Getting the PGWP
The PGWP allows international graduates to work in Canada for up to three years. This experience not only helps them integrate into the workforce but also boosts their CRS scores. As of June 25, 2025, education became a recognized PGWP-eligible field. Students must also meet minimum language requirements in English or French to qualify.
Step 3: Moving Toward PR
Once graduates gain at least a year of Canadian work experience, they can apply through the CEC program. They may also qualify for category-based draws in education, which often have lower CRS cut-offs than general draws. This means candidates in education fields may get PR opportunities more easily than others with similar scores.
Why It Matters
Canada faces consistent labour shortages in education, especially in early childhood teaching. Opening this immigration pathway gives international students opportunities while addressing workforce needs. For many, this change turns their studies into a secure future in Canada.
