Manitoba Invites 2,146 Candidates in Major PNP Draw

Manitoba issued 2,146 Letters of Advice to Apply for provincial nomination on July 16, bringing international graduates, skilled workers and French-speaking candidates closer to applying through the Manitoba Provincial Nominee Program.

An LAA allows a candidate to submit a full provincial nomination application. It does not guarantee approval, which depends on documented eligibility in this round.

The draw was Manitoba’s 14th selection round of 2026 and its largest since September 2025. Of all invitations issued, 825 went to candidates who had declared a valid Express Entry profile number and job seeker validation code.

Graduates Received Most Invitations

The Skilled Worker in Manitoba pathway accounted for 1,982 invitations, or more than 92 per cent of the total.

Most went to people connected to post-secondary education in the province. Manitoba issued 1,874 invitations in this category to candidates who stated that they, or their spouse, had graduated from a Manitoba institution. Candidates also needed an Expression of Interest score of at least 825.

Applicants selected through this category must provide proof of their Manitoba studies, including a diploma and transcript, when submitting a provincial nomination application.

Manitoba also invited 84 francophone candidates. To qualify under this selection, candidates had to list French as their language of communication with the program and provide valid French language test results.

Healthcare Workers Targeted

Another 24 invitations went to candidates working in three regulated healthcare occupations: general practitioners and family physicians, specialists in clinical and laboratory medicine, and specialists in surgery.

The province said candidates selected for employment in a regulated occupation must be fully licensed to work in Manitoba. Applications may be refused when a person is not working in the stated occupation or cannot show that required licensing steps have been completed.

Strategic Recruitment Adds 86 Invitations

The Skilled Worker Stream issued 86 invitations to candidates directly selected through strategic recruitment initiatives. This group included candidates under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

Employer Services accounted for 32 invitations, followed by 18 under the temporary work permit public policy, 17 through Ethnocultural Communities, 11 through the Francophone Community and eight through Regional Communities.

Eligibility was limited to profiles showing a direct invitation from a recruitment mission or participation under the temporary public policy for prospective provincial nominee candidates.

Graduate Internship Pathway Included

The International Education Stream issued 78 invitations through its Graduate Internship Pathway.

Selected candidates must show that they completed a Manitoba master’s or doctoral degree within the past three years. They must also have completed an eligible Mitacs Elevate or Accelerate internship, including the Accelerate Entrepreneur program, with a Manitoba research or industry organization.

Candidates also need language ability at Canadian Language Benchmark or Niveaux de compétence linguistique canadiens level 7 or higher.

Why Eligible Profiles May Be Missed

Manitoba noted that some candidates may appear eligible but still receive no invitation. Problems can include a missing, invalid or expired language test number, or an invalid strategic recruitment invitation number listed in the Expression of Interest profile.
