TPP Candidates Lead Manitoba’s Latest Skilled Worker Draw

Manitoba issued 96 Letters of Advice to Apply in its latest provincial immigration draw on May 21.

The draw was held through the Manitoba Provincial Nominee Program, also known as the MPNP. It targeted skilled worker candidates who had been directly invited through a strategic recruitment initiative.

This was Manitoba’s 10th immigration selection round of 2026 and the third largest draw of the year so far.

Skilled worker pathways targeted

Invitations were sent through both pathways under the MPNP Skilled Worker Stream. These were the Skilled Worker in Manitoba pathway and the Skilled Worker Overseas pathway.

To be considered, candidates had to have an Expression of Interest profile and declare that they had received an invitation through a recruitment mission. Candidates could also qualify if they were invited through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates, known as the TPP.

The TPP has now expired, but Manitoba had earlier said it would hold selection rounds for people who received Manitoba-specific work permits under that policy.

TPP candidates received most invitations

The largest share of invitations in the May 21 draw went to candidates connected to the TPP. They received 48 of the 96 Letters of Advice to Apply, making up 50 per cent of the total.

Employer Services candidates received 31 invitations. Nine invitations went to candidates under Ethnocultural Communities, while Francophone Community and Regional Communities candidates received four invitations each.

The draw follows Manitoba’s May 1 announcement that it would target people who had received Manitoba-specific work permits through the TPP. A previous draw on May 7 also included a large number of TPP-linked candidates, with 429 of 906 invitations issued under that category.

Of the 96 candidates invited on May 21, 20 said they had a valid Express Entry profile number and job seeker validation code.

Why some candidates may not receive an invitation

Manitoba said some candidates who appeared to meet the draw requirements may still not have received a Letter of Advice to Apply.

This could happen if a candidate claimed to have completed an approved English or French language test but did not provide a valid test identification number. It could also happen if the test results were no longer valid.

Candidates may also have missed out if they said they had received an invitation under a strategic recruitment initiative but did not provide a valid invitation number.

For TPP work permit holders, Manitoba said those whose support letters were approved after June 30, 2025, may not have received an invitation yet. The province is starting with support letters approved before that date.

Manitoba publishes immigration figures

The MPNP publishes monthly figures for the Skilled Worker Stream. These include Expressions of Interest drawn, nominations issued, applications received, applications under review or waiting for review, and refused applications.

At the time of publication, Manitoba’s latest available 2026 data covered January to April.
