Québec Invites 523 Candidates Across All PSTQ Streams

Québec invited 523 candidates to apply for permanent selection in its latest Skilled Worker Selection Program draw, held on July 30, 2026.

The Ministry of Immigration, Francisation and Integration issued invitations across all four PSTQ streams. Workers with intermediate and manual skills received the largest share, with 296 invitations.

The province selected profiles from the Arrima pool as of July 27, 2026, at 4:39 p.m. This was Québec’s seventh PSTQ selection round of the year.

Highly Qualified Workers

Stream 1 targeted candidates in TEER 0, 1 and 2 occupations who were living in Québec and had at least 12 months of work experience during the previous five years.

The province issued 105 invitations through three exercises. The cut-off scores were 651, 702 and 701.

Forty-four invitations went to candidates with a qualifying diploma and work in selected TEER 1 or 2 priority occupations. Another 12 invitations targeted chefs and food service supervisors. The remaining 49 went to candidates in a wider group of priority occupations.

Priority jobs included biologists, early childhood educators, health professionals, pharmacy technicians, social service workers and counselling therapists.

Manual and Intermediate Workers Lead Draw

Stream 2 accounted for 296 invitations, the largest total in the round. It covered people in TEER 3, 4 and 5 occupations who were already living in Québec.

The three exercises issued 37, 10 and 249 invitations, with cut-off scores of 656, 702 and 621.

Priority occupations included teacher assistants, caregivers, medical administrative assistants, laboratory assistants, nurse aides, pharmacy assistants, cooks and light-duty cleaners.

The largest exercise accepted candidates with a qualifying diploma and a primary occupation in TEER 4 or 5. The province did not provide a list of specific occupations for this exercise.

Regulated Professions Included

Québec also invited 110 candidates under Stream 3 for regulated professions.

The province issued 72 invitations at a cut-off score of 649, 33 at 700 and five at 376. Candidates had to live in Québec and demonstrate that they intended to work in a regulated profession.

The first two exercises targeted selected TEER 1 and 2 priority occupations. The third exercise covered regulated occupations classified under TEER 4 or 5.

Exceptional Talent Stream

The province reported 12 invitations under Stream 4, which targets people with at least 36 months of work experience during the previous five years.

Candidates could qualify through a positive opinion letter from a ministry partner or by demonstrating an exceptional achievement and holding education equivalent to a Québec doctorate.

However, the published exercise breakdown lists 15 invitations in the first exercise and fewer than five in the second. These figures do not match the reported Stream 4 total of 12 invitations.

How the PSTQ Works

Candidates must first submit a declaration of interest through Arrima. Québec then evaluates profiles using factors connected to successful economic and social integration.

Those invited may apply for a Québec Selection Certificate. Approved candidates can then submit a permanent residence application to the federal government.

Québec is reducing PSTQ invitations while the Québec Experience Program remains open from July 2 to October 31, 2026. The province plans to adjust invitation levels in November after reviewing the number of PEQ applications received.

The government has also said it intends to issue equal numbers of selection certificates through the PSTQ and PEQ for the remainder of its 2026–2029 immigration plan.
