Canada's latest immigration plan combines regular permanent residence admissions with new pathways for temporary residents already living in the country.
Canada has announced plans that could see up to 622,000 people receive permanent residence in 2027, combining its regular immigration admission limits with special measures for temporary residents.
The federal government released Budget 2026 and its 2027–2029 Immigration Levels Plan on November 5, 2026, outlining new opportunities for foreign workers, international students and other eligible applicants.
Under Budget 2026, Canada plans to help up to 200,000 temporary residents already living in the country transition to permanent residence by the end of 2027.
Of these, 100,000 places will be reserved for skilled workers eligible through Express Entry or the Provincial Nominee Program (PNP).
The government will work with provinces and territories to support these transitions and address regional labour shortages.
These special measures sit outside the regular immigration admission targets, bringing the potential combined total to 622,000 when added to the highest planned admission range.
Canada has maintained its annual permanent residence target at 380,000 for 2027, 2028 and 2029.
However, the government has established a flexible annual admission range of 352,500 to 422,000.
Each year's planned 380,000 admissions will be divided into four major categories:
Economic immigration will account for the largest share, reflecting Canada's continued focus on workers who can support the economy.
Canada is also continuing two special immigration initiatives announced for 2026 and 2027.
These initiatives originally covered up to 115,000 protected persons and 33,000 workers already living in Canada.
Between January and August 2026, approximately 46,330 people received permanent residence through these measures.
This leaves roughly 100,000 potential admissions under the earlier commitments, although the government has not confirmed exactly how many will receive permanent residence in 2027.
These remaining admissions could increase the total beyond the newly announced measures.
Canada has also maintained its target of 370,000 new temporary resident arrivals annually from 2027 through 2029.
For each year, the government plans to admit:
Among temporary workers, 50,000 places will fall under the Temporary Foreign Worker Program, which generally requires a Labour Market Impact Assessment.
Another 170,000 places will be available through the International Mobility Program, which does not require that assessment.
These figures remain consistent with the temporary residence targets previously announced for 2027.
Canada also plans to increase French-speaking permanent resident admissions outside Quebec.
The targets will rise from 9.5% in 2027 to 10.5% in 2028 and 12% in 2029.
Overall, the changes reflect Canada's effort to maintain predictable immigration levels while giving more people already contributing to Canadian communities an opportunity to settle permanently.
