Canada will introduce two new immigration programs for home care workers in 2025.
Canada is introducing new immigration pathways for home care workers, making it easier for them to gain permanent residence. The Immigration, Refugees and Citizenship Canada (IRCC) has shared more details about the upcoming Home Care Worker Immigration Pilots (HCWP), set to launch on March 31, 2025. These new programs will have reduced requirements for language, work experience, and education.
The HCWP will have two streams:
At first, only those already living and working in Canada can apply. People outside Canada must wait for a later date when their stream opens. IRCC has advised those interested to take an approved language test and complete an Educational Credential Assessment (ECA) before the application period begins.
To qualify for the program, candidates must meet the following requirements:
Applicants can gain work experience in Canada or in another country. The job offer must come from a legitimate employer such as a home health care provider, direct care agency, or personal care service. Job offers from recruitment or placement agencies will not be accepted.
Canada is also offering a chance for home care workers who are currently out of status to apply. A public policy allows a limited number of these workers to qualify under the HCWP.
Some candidates who applied under the old Home Child Care Provider and Home Support Worker Pilots, which closed in June 2024, may still be able to apply. Those who submitted their applications under the “Gaining experience category” before June 2024 and have now gained the required work experience can send proof to IRCC for their permanent residence application.
IRCC has warned that application procedures and requirements may change, so interested candidates should check their website regularly for updates. More details on the stream for applicants outside Canada will be announced later.
