Quebec will keep its LMIA suspension for low-wage jobs in place until November 2025.
Quebec has extended its ban on Labour Market Impact Assessments (LMIAs) for low-wage jobs under the Temporary Foreign Worker Program (TFWP). The suspension, which was originally set to end in March 2025, will now continue until November 30, 2025. The province has also expanded the restriction to include Laval, starting March 3, 2025.
Jean-François Roberge, Quebec’s Minister of Immigration, Francisation, and Integration, made the announcement on February 27, 2025. This move is part of the province’s effort to control temporary worker admissions and prioritize local employment.

Quebec has been tightening its immigration policies in recent months. The province is now considering temporary resident admissions when setting immigration targets. On the same day as the LMIA suspension extension, Quebec also announced a cap on international student applications.

Quebec’s move aligns with recent federal policies. On September 26, 2024, Canada’s federal government halted LMIA processing for low-wage TFWP jobs in areas with an unemployment rate higher than 6%.
This policy is reviewed quarterly, with the next update scheduled for April 4, 2025. Exceptions exist for food security industries, such as agriculture and food processing, as well as healthcare and construction.
