The province has received 1,000 additional immigration spaces to address workforce and population needs across Newfoundland and Labrador.

Newfoundland and Labrador has received federal approval to add 1,000 more spaces to its provincial immigration program in 2026, giving the province more room to nominate foreign workers for permanent residence.

The Department of Jobs, Growth and Rural Development said the increase will help the province respond to labour shortages and population needs, especially in rural communities. It also pointed to pressure in healthcare, education and social support services.

NLPNP Quota Rises to 2,379

The federal government approved the increase in August. All 1,000 new spaces have been assigned to the Newfoundland and Labrador Provincial Nominee Program, or NLPNP.

That brings the NLPNP’s 2026 nomination allocation to 2,379.

Foreign nationals nominated through the program can apply to the federal government for Canadian permanent residence. After submitting a permanent residence application, eligible nominees may also apply for a Bridging Open Work Permit.

Since June 9, 2026, some base Provincial Nominee Program applicants have been able to apply for a bridging permit earlier under a temporary federal measure. The change removes the requirement to first receive an Acknowledgment of Receipt for the permanent residence application.

Atlantic Immigration Program Unchanged

The province did not receive extra spaces for the Atlantic Immigration Program. Its 2026 allocation remains at 475.

Workers endorsed through the AIP may qualify for an employer-specific work permit valid for up to two years while their permanent residence case is processed. However, AIP applicants are not eligible for Bridging Open Work Permits.

Across the NLPNP and AIP, Newfoundland and Labrador now has 2,854 immigration spaces for 2026. That is 329 more than the 2,525 spaces available in 2025.

Alberta, British Columbia and the Northwest Territories have also received increases to their 2026 immigration allocations.

How Provincial Selection Works

Applicants must meet the rules of an eligible provincial pathway. A job offer is generally required under both the NLPNP and AIP, except for NLPNP entrepreneur streams.

Candidates must create an Expression of Interest profile and enter the provincial pool. The province may then invite selected candidates to apply.

Those invited have 60 days to submit a complete application. Under the NLPNP, the candidate submits the nomination application. Under the AIP, the employer is responsible for the endorsement application.

Once approved, the province issues a nomination or endorsement certificate, allowing the applicant to move forward with a federal permanent residence application.

The annual federal quota limits the number of certificates the province can issue, not the number of invitations it can send.

As of September 10, 2026, Newfoundland and Labrador had invited 2,198 NLPNP candidates and 394 AIP candidates.

EOI profiles remain active for 12 months. Candidates not invited during that period must create a new profile to stay in consideration.

As of September 4, estimated processing times were 13 months for base PNP applications, seven months for enhanced PNP applications and 26 months for AIP cases.

The province says selection priorities may change with labour market needs and allocations. Draw results do not identify NLPNP streams or targeted sectors.
