Canada's new funding will help qualified internationally trained doctors obtain Ontario medical licences faster and improve access to family healthcare.
Canada is investing $20 million to help 200 internationally trained physicians obtain medical licences in Ontario through a faster assessment process. Announced by Health Canada on October 7, 2026, the funding will expand Practice Ready Ontario (PRO), a program that helps experienced foreign-trained doctors enter the province's family healthcare system.
The initiative aims to improve access to medical care, particularly in northern, rural and French-speaking communities where finding a family doctor remains challenging.
Practice Ready Ontario allows eligible internationally trained physicians to complete a 12-week clinical assessment instead of undertaking a traditional two-year medical residency.
Experienced doctors may become licensed through this program in less than one year. Other licensing pathways can take approximately three to five years.
The federal investment will create 50 additional assessment positions annually over four years, bringing the total to 200 new opportunities. The government aims to have all participants ready to practise in Ontario by 2028–2029.
A dedicated stream will also support French-speaking physicians, helping improve healthcare services for Ontario's Francophone population.
To qualify for Practice Ready Ontario, physicians must be Canadian permanent residents or citizens. Applicants must also satisfy the program's education, professional experience and language proficiency requirements.
The Touchstone Institute administers the assessment program in partnership with Ontario authorities and the College of Physicians and Surgeons of Ontario (CPSO).
Physicians who successfully complete the assessment must sign a three-year return-of-service agreement, committing to practise in Ontario under supervision.
After completing this agreement and passing the required family medicine certification examination, they may become eligible for independent medical practice.
Alongside the $20 million investment, Canada announced another $11 million for five projects supporting internationally educated healthcare professionals across the country.
These projects will assist physicians, nurses, physiotherapists and occupational therapists in meeting Canadian professional licensing requirements.
The combined funding exceeds $31 million and reflects efforts to remove employment barriers for qualified healthcare workers trained outside Canada.
Canada has also introduced immigration measures to attract and retain international medical professionals.
A dedicated permanent residence pathway for physicians with Canadian work experience launched in 2026. At the time of the announcement, 891 physicians had received invitations to apply for permanent residence through this pathway.
The government also allocated 5,000 additional permanent residence spaces for physicians under provincial and territorial immigration programs. Eligible provincially nominated doctors can benefit from 14-day work permit processing.
Meanwhile, Ontario introduced simplified licensing rules on January 1, 2026, allowing eligible physicians, surgeons and nurses licensed elsewhere in Canada to obtain authorization in as little as two business days after credential verification.
