Newfoundland and Labrador Invites 36 PNP Candidates

Newfoundland and Labrador issued 36 invitations to foreign nationals on September 10, giving selected candidates a chance to apply for provincial nomination through the Newfoundland and Labrador Provincial Nominee Program.

The invitations were issued by the province’s Office of Immigration and Multiculturalism. Candidates who receive a provincial nomination can move forward toward Canadian permanent residence.

Candidates Have 60 Days to Apply

Those invited in the latest round have up to 60 days to submit their application for provincial nomination.

The September 10 draw was also notable because no invitations were issued through the Atlantic Immigration Program. It was the third time since Newfoundland and Labrador introduced its Expression of Interest model in February 2025 that an immigration selection round included no AIP invitations.

As of September 10, the province had issued 2,592 invitations through its two immigration programs in 2026. Of those, 2,198 were issued through the NLPNP and 394 through the Atlantic Immigration Program.

The provincial immigration office does not publicly identify the specific NLPNP streams used in each draw or the employment sectors of invited candidates.

Invitation Numbers Have Shifted Through 2026

Invitation totals have varied throughout the year. The province issued 400 NLPNP invitations on July 28, the highest single NLPNP total listed in the article’s 2026 draw table.

More recent rounds included 94 NLPNP and 46 AIP invitations on August 26, followed by 97 NLPNP invitations on September 4.

How the NLPNP Process Works

Foreign nationals who want permanent residence through the NLPNP must first create an Expression of Interest through Newfoundland and Labrador’s Immigration Accelerator Portal.

The profile includes information about education, work experience, language ability and plans to settle in the province. All worker streams require candidates to have a qualifying job offer.

Provincial officials review the profiles and invite candidates based on current immigration priorities. Selection can favour healthcare workers, people employed outside major urban centres, French-speaking candidates and graduates of Newfoundland and Labrador post-secondary institutions. Other factors may also affect selection.

An Expression of Interest remains active for 12 months. Candidates who do not receive an invitation before their profile expires must submit a new one if they want to remain under consideration.

Work Permit Rules Offer Added Flexibility

A federal temporary measure introduced on June 9, 2026, also gives some provincial nominees faster access to Bridging Open Work Permits.

Base PNP applicants can qualify for a bridging permit before receiving an Acknowledgement of Receipt for their permanent residence application. Applicants who remain in Canada may also be allowed to keep working under maintained status if their existing permit expires while the bridging permit application is being processed.

Processing Times Vary

Permanent residence processing times differ depending on the type of provincial nomination. As of September 4, base PNP applications had an estimated processing time of 13 months, while enhanced PNP applications were listed at seven months.

Candidates who receive federal approval are issued a Confirmation of Permanent Residence, completing a key step toward becoming permanent residents of Canada.
