Newfoundland and Labrador's latest immigration draw brings new opportunities for skilled workers seeking Canadian permanent residence.

Newfoundland and Labrador invited 62 candidates to pursue provincial immigration on September 18, continuing its selection rounds under two programs.

The province’s Office of Immigration issued 61 invitations through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and one through the Atlantic Immigration Program (AIP). Those selected have 60 days to submit complete applications for provincial nomination or endorsement.

An invitation is not permanent residence. Successful candidates must first obtain the province’s nomination or endorsement before applying to the federal government for permanent residence.

Invitations Across 2026

The September 18 draw was the province’s 15th selection round of 2026. By that date, Newfoundland and Labrador had issued 2,654 invitations: 2,259 through the NLPNP and 395 through the AIP.

The distinction matters because an invitation starts the provincial application process rather than guaranteeing a nomination or endorsement.

The latest round had the fewest total invitations among draws that included AIP candidates since the province introduced its Expression of Interest system in February 2025.

Earlier September draws, held on September 4 and 10, issued 97 and 36 NLPNP invitations respectively, with no AIP invitations reported.

The province does not identify which NLPNP streams were included in its draws. It also does not disclose the occupations or sectors of people invited through either program.

How Candidates Are Selected

Most applicants need a job offer to qualify under the NLPNP or AIP. The exception is applicants using the NLPNP entrepreneur streams.

Candidates enter the selection pool by submitting an Expression of Interest profile. Profiles remain active for 12 months. The province then invites eligible candidates whose profiles align with its priorities.

Among the factors that may influence selection are employment outside major urban centres, work in health care and graduation from a Newfoundland and Labrador post-secondary institution.

After an invitation, an NLPNP candidate submits their own nomination application. Under the AIP, the employer submits the endorsement application. Both must be completed within the 60-day deadline following their invitation.

Work Permits and Processing Times

A temporary federal measure introduced on June 9, 2026, allows some base provincial nominees to apply for a Bridging Open Work Permit earlier, without first receiving an acknowledgement of receipt for their permanent residence application.

Eligible workers who submit a Bridging Open Work Permit application before their existing permit expires may be able to keep working under the previous permit’s conditions while it is processed, provided they remain in Canada and meet the requirements for maintained status.

The AIP does not offer a Bridging Open Work Permit. Eligible endorsed candidates may instead qualify for a two-year, employer-specific work permit.

As reported on September 4, federal permanent residence processing times were 13 months for base provincial nominees, seven months for enhanced provincial nominees and 26 months for AIP applicants.

Provincial Immigration Allocation for 2026

For 2026, Newfoundland and Labrador has an allocation of 2,854 nomination and endorsement spaces: 2,379 for the NLPNP and 475 for the AIP.

That allocation covers certificates the province can issue, not the number of invitations it sends. An invitation and a final provincial certificate are different steps, and they may be issued months apart.
