Quebec Reaches Limit for Sponsoring Parents and Grandparents

People in Quebec can no longer apply to sponsor their parents, grandparents, or some other family members.

The immigration department announced this update on July 22, 2025. The limit for these sponsorship applications has been reached.

This limit will stay in place until June 25, 2026.

Limit Set for Two Years

The sponsorship cap was first shared on June 26, 2024. It was set at 13,000 applications in total. Out of those, 10,400 spots were for spouses and adult dependent children. The remaining 2,600 were for parents, grandparents, and certain other relatives.

Quebec hit the 10,400 limit for spouses and adult children on July 9, 2025. Just two weeks later, it reached the cap for parents and grandparents as well.

No New Applications Accepted

Anyone who submits new undertakings now will get them returned. The province will not process these applications. Application fees will also be refunded.

Some Cases Still Allowed

There are a few exceptions to the cap. People can still sponsor dependent children under the age of 18. Applications for adult children with disabilities are also allowed.

Also, if someone has already applied, they can still add dependents to that application.

Why an Undertaking Matters

To sponsor a family member, Quebec residents must submit an "undertaking." This document shows the sponsor agrees to support their relative financially.

Quebec also needs to issue a Quebec Selection Certificate (CSQ) before someone can apply for permanent residency. This rule is different from other provinces in Canada.

Federal Program Still Accepting

While Quebec has stopped taking new applications, the federal government is still moving forward.

The Parents and Grandparents Program (PGP) is about to open its next round. Invitations will go out starting July 28, 2025.

These invitations will go to people who submitted their interest back in 2020. The government will select sponsors through a lottery system.
