Quebec Sets July 2026 Family Sponsorship Intake

Quebec will reopen capped family sponsorship applications with new limits and an exemption for adult dependent children.

Quebec will begin accepting a new round of capped family sponsorship undertaking applications on July 2, 2026, with a two-year limit of 15,700 files and a new exemption for adult dependent children.

The Ministère de l’Immigration, de la Francisation et de l’Intégration, known as MIFI, announced the new intake period in a recent press release. The province said it will process older applications first once the intake reopens.

New Two-Year Application Cap

Under the new plan, Quebec will accept up to 13,300 undertaking applications for spouses and up to 2,400 for parents or grandparents over the two-year period.

Any applications submitted after the cap is reached will be sent back without processing. Applicants will also receive a refund of their fees.

One major change is that dependent children aged 18 or older will no longer count under the intake cap. This differs from Quebec’s first capped intake, which began in June 2024 and included adult dependent children in the limit.

Who Is Exempt From the Cap?

The province says the cap will not apply to undertakings for dependent children, orphaned minor children, or children being adopted. It also will not apply when dependents are added to an application that already includes a family member covered by an existing undertaking.

For family sponsorship purposes, a dependent child is a child under 22 who is not married and is not in a common-law relationship.

Spousal sponsorship can apply to a legally married spouse, common-law partner, or conjugal partner.

Previous Cap Was Reached in 2025

Quebec first introduced a cap on family sponsorship undertakings in June 2024. That intake period was set to run from June 26, 2024, to June 25, 2026, but the province reached its limits in 2025.

The cap for spouses and adult dependent children was reached by July 9, 2025. The cap for parents and grandparents was reached by July 22, 2025.

The intake remains in place until June 25, 2026, even though the capped categories have already been filled.

Quebec Has a Separate Sponsorship Process

Family sponsorship for people planning to settle in Quebec follows a different process than sponsorship in other parts of Canada.

A foreign national who wants permanent residence in Quebec must first receive a Quebec Selection Certificate, or CSQ, from MIFI.

The undertaking application is part of that Quebec process. It confirms that the sponsor accepts financial responsibility for the family member they want to bring to the province. After Quebec approval, the federal permanent residence process still applies.

Families May Need To Prepare Early

The new intake gives families a clear date to prepare for, but the limits mean many applicants may need to act quickly once the window opens.

With older files set to receive priority, sponsors should review eligibility, documents, and category rules before submitting an application.

The exemption for adult dependent children may also reduce pressure on families trying to include children who are still considered dependents under immigration rules.

The change may be especially important for families whose children turned 18 while they were preparing or waiting to submit complete sponsorship documents.

However, spouses, parents, and grandparents will remain subject to strict numerical limits during the two-year period.
